A freight train derailment in Waverly, TN, caused one of the worst train explosions of the twentieth century, killing 16 people and injuring hundreds more. The incident, known as the Waverly Train Disaster of 1978, led to the formation of the U.S. Federal Emergency Management Association (FEMA) and laid the groundwork for the future of emergency management and disaster relief. Based on a decade of research and interviews with those involved (including the author’s parents), this book examines the incident and portrays how a terrible misfortune became the catalyst for radical change.
