Tim Mullowney

Tim Mullowney is an independent Process Safety professional with 35+ years’ experience.  His history in the energy sector began in 1984 in E&P (upstream production, oil field surveying, rigs) and industrial plant construction projects for Exxon, Amoco, Arco, and others. In 2017 Mr. Mullowney retired from Phillips 66 following 25 years in refinery operations, maintenance/reliability, and global roles as Process Safety Director / Principal Process Safety Consultant.  He led the Process Safety Department and Team when the site achieved and recertified for OSHA VPP Star, performed domestic and international HSE PSM LNG terminal and refinery audits, and led national and global Process Safety networks (MOC, PSSR, PHA, LOPA, incident investigation, Process Safety Peers Network).  He has developed and updated corporate standards, developed and delivered training materials on a range of Process Safety topics, and collaborated extensively with industry and company experts on issues such as fired heater safeguarding, instrumented safeguards, change management, human performance, fatigue, and facility siting.  He organized a national Process Safety peer network of more than fifty Process Safety professionals from Petroleum Refining, Midstream Operations, Nuclear and other industries; participated in API/AFPM industry Advancing Process Safety initiative, Chaired the APS Regional Network Subgroup (established and led Rockies Network, chaired national Subgroup); helped with the API Process Safety Site Assessment protocol development; participated in API 754 Metrics and Analysis data deep dives, and contributed to AFPM Hazard Identification. Mr. Mullowney has been instructing Process Safety to students and professionals in site, corporate, university, and public courses since 2006.
